Butte County Association of Governments/Caltrans – Air Quality Report for the State Route 99/Neal Road Intersection Project. De Novo performed air quality modeling and project conformity analysis for the State Route 99/Neal Road Intersection in Butte County. The project required extensive coordination with Caltrans District 3. The technical study was prepared following the Caltrans and Federal Highways Administration (FHWA) protocols.
City of Escalon – General Plan Update: Air Quality, Circulation, and Land Use Elements. De Novo updated the City of Escalon’s General Plan to provide a comprehensive approach to reducing greenhouse gas and air pollutant emissions through long-term planning approaches (land use and circulation patterns and policies designed to encourage pedestrian, bicycle, and alternative modes of transportation) as well as project-level policies to ensure that projects are contributing to a walkable community with a complete streets pattern and are not exposing people in Escalon to unsafe conditions.
Post Foods, LLC – Emission Control Plan. De Novo prepared an Emission Control Plan for a Cleaver-Brooks boiler that is permitted to emit NOx at 9ppm. The San Joaquin Valley Air Pollution Control District (SJVAPCD) Rule 4320 imposed new NOx emission limits that require boilers with a total rated heat input > 20.0 MMBtu/hr to be limited to 7 ppmv of NOx by July 1, 2010. De Novo prepared and submitted an Emission Control Plan to the Air District that provided a Plan of Action to install a burner and control package to lower NOx emissions to 7 ppm allowing compliance with the Rule 4320 NOx limits. The Emission Control Plan was approved by the Air District.
Post Foods. LLC – Permit to Operate N-1933-20, Authority to Construct. De Novo prepared and submitted an Authority to Construct (ATC) to enable Post Foods, LLC to install a New CB HAWK ICS control package with parallel Positioning 7ppm ULN Burner on a Cleaver-Brooks boiler in order to comply with NOx emission limits that requires units with a total rated heat input > 20.0 MMBtu/hr to be limited to 7 ppmv of NOx. De Novo coordinated the permit effort with the SJVAPCD and the ATC was approved by the Air District.

De Novo prepared and submitted an Authority to Construct (ATC) to enable Post Foods, LLC to install a factory de-rate kit to lower the boiler fuel input to under 20 MMBtu/hr allowing compliance with the Rule 4320 NOx limits. De Novo coordinated the permit effort with the SJVAPCD and the ATC was approved by the Air District.
