Butte County Association of Governments – 2008 Butte County Regional Transportation Plan EIR
De Novo Planning Group was hired by the Butte County Association of Governments (BCAG) to prepare the 2008 Butte County Regional Transportation Plan EIR. BCAG, serving as the federal Metropolitan Planning Organization (MPO) and the state Regional Transportation Planning Agency for Butte County, was required to update their Regional Transportation Plan with broader environmental and consultation requirements pursuant to SAFETEA-LU legislation, as well as air quality requirements pursuant to AB 32. The project included a Green House Gas Emissions analysis, Air Quality Conformity Determination, and extensive public review in conformance with SAFETEA-LU requirements. The EIR had a streamlined timeframe and the project was completed two months ahead of schedule.
Colusa County - General Plan Update

City of Tracy- Holly Sugar Sports Park EIR
De Novo Planning Group is currently preparing an EIR for the Holly Sugar Sports Park on behalf of the City of Tracy. The park site includes a 150-acre active sports park area, which consists of 18 soccer fields of various sizes, 16 baseball fields, 5 softball fields, four football fields, and a football/soccer stadium with lights, bleachers and a PA system. Other site improvements include children’s play areas, restrooms, concession areas, bleachers, parking areas, landscaping and utilities. The project also includes an 86-acre passive recreation area to the south of the active sports park site, which will serve as a land use buffer between the active park uses and the rural residences currently located to the south of the project area. A 46-acre future expansion area is also included in the analysis in order to provide the City with flexibility to expand the park site as demand increases over time.
De Novo is coordinating with the San Joaquin Council of Governments (SJCOG) to include the project site in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). De Novo is also coordinating with San Joaquin LAFCO to assist the City with annexation of the park site into the City limits.
Key environmental issues associated with this project include impacts to area roadways and intersections, developing a mitigation strategy to address existing flooding hazards on the project site, and to develop a comprehensive approach to ensuring that the proposed park does not conflict with existing land uses in the project vicinity.
Shasta County Regional Transportation Planning Agency – 2009 Shasta County Regional Transportation Plan EIR
De Novo Planning Group was hired by the Shasta County Regional Transportation Planning Agency to prepare the 2009 Shasta County Regional Transportation Plan EIR. As the federal Metropolitan Planning Organization and the state Regional Transportation Planning Agency for the region, Shasta County was charged with updating their RTP concurrently with a Regional Blueprint process and post approval of SB 375. The project involves coordination with federal and state resource agencies, local governments, Native Americans, and the general public. The EIR will include a Green House Gas Emissions analysis, and extensive public review in conformance with SAFETEA-LU requirements.
Glenn County- Regional Transportation Plan CEQA Analysis
De Novo Planning Group has partnered with Fehr and Peers to complete the Glenn County Regional Transportation Plan (RTP) and associated CEQA analysis. The RTP identifies planned roadway and transit improvements, including funding priorities throughout Glenn County. As part of this work effort, De Novo is completing a detailed quantitative greenhouse gas (GHG) analysis and mitigation program to ensure that the RTP complies with recent California legislation regarding GHG impacts, including AB 32 and SB 375.
Stockton Unified School District- Chavez High School MND
De Novo Planning Group is working with the Stockton Unified School District to complete a mitigated negative declaration that will facilitate the District’s planned improvements to athletic facilities at the Chavez High School campus. The project includes numerous improvements to the existing athletic facilities on campus, including the addition of seating at the football stadium, new lights, installation of artificial field turf, and increased on-campus parking.
Stockton Unified School District- Franklin High School MND
De Novo Planning Group is working with the Stockton Unified School District to complete a mitigated negative declaration that will facilitate the District’s planned improvements to academic and athletic facilities at the Franklin High School campus. The project includes upgrades to several existing athletic facilities, including a new football stadium, artificial turf, and a new swimming pool. The project also includes the construction of a new campus access road and signalized intersection from SR 26, increased parking and parking lot lighting, and improvements to several academic and administrative buildings on campus.
