Amador County Transportation Commission – 2010 Amador County Regional Transportation Plan EIR. De Novo was hired by the Amador County Transportation Commission (ACTC) as an on-call environmental consultant for various projects including the 2010 Amador County Regional Transportation Plan EIR. De Novo is serving as a technical advisor to the ACTC for preparation of the RTP and EIR, which will include a Sustainable Communities Strategy. The project is being prepared concurrently with a Regional Blueprint process. The project includes an AB 32 Green House Gas Emissions analysis, Air Quality Conformity Determination, and extensive public review in conformance with SAFETE-LU requirements.
Amador County Transportation Commission – Plymouth Transportation Improvement Project. De Novo was hired by the Amador County Transportation Commission as an on-call environmental consultant for various projects including the Plymouth Transportation Improvement Project. The project has included numerous brainstorming meetings with the Project Development Team (PDT),the development of an environmental sensitivity matrix to evaluate opportunities and constraints, extensive field surveys, a cultural resources study, and a biological study.
Amador County Transportation Commission – State Route 88/Pine Grove Corridor Improvement Project. De Novo was hired by the Amador County Transportation Commission as an on-call environmental consultant for various projects including the State Route 88/Pine Grove Corridor Project. The project has included numerous brainstorming meetings with the Project Development Team (PDT) including Caltrans District 10, extensive public outreach, the development of an environmental sensitivity matrix to evaluate opportunities and constraints, surveys for cultural resources, and surveys for rare and endangered plants and animals. The project will require refinement of alternatives based on the public outreach, and then preparation of an Environmental Impact Report and Environmental Impact Statement to evaluate each alternative following Caltrans and Federal Highways Administration (FHWA) protocols.
Butte County Association of Governments – 2008 Butte County Regional Transportation Plan EIR. De Novo Planning Group was hired by the Butte County Association of Governments (BCAG) to prepare the 2008 Butte County Regional Transportation Plan EIR. BCAG, serving as the federal Metropolitan Planning Organization (MPO) and the state Regional Transportation Planning Agency for Butte County, was required to update their Regional Transportation Plan with broader environmental and consultation requirements pursuant to SAFETEA-LU legislation, as well as air quality requirements pursuant to AB 32. The project included a Green House Gas Emissions analysis, Air Quality Conformity Determination, and extensive public review in conformance with SAFETEA-LU requirements. The EIR had a streamlined timeframe and the project was completed two months ahead of schedule.
Butte County Association of Governments/Caltrans – State Route 99/Neal Road Intersection Project CEQA/NEPA compliance and Caltrans technical studies. De Novo was hired to prepare the CEQA/NEPA compliance documents and environmental technical studies for a state highway project located just south of the City of Chico at State Route 99/Neal Road. The project required an Air Quality Report (including project-level conformity analysis), Archaeological Study Report, Initial Site Assessment, Historic Properties Survey Report, Natural Environmental Study, and Noise Study Report following the Caltrans and Federal Highways Administration (FHWA) protocols. The project required extensive coordination with Caltrans District 3.
Glenn County Transportation Commission – 2009 Glenn County Regional Transportation Plan Technical Environmental Documents, CEQA Processing. De Novo was hired to prepare technical studies and process the CEQA documents for the 2009 Glenn County Regional Transportation Plan. The RTP was prepared post approval of SB 375 and includes an Air Quality and AB 32 Green House Gas Emissions analysis and extensive public review in conformance with SAFETE-LU requirements. The project was completed on schedule and on budget.
City of Manteca – Circulation Element Update EIR. De Novo was hired by the City of Manteca to prepare an EIR for the Circulation Element Update (CEU) of the 2023 Manteca General Plan. The CEU includesproposed modifications to Level of Service (LOS) standards, Traffic Impact Study Guidelines, and General Transportation Policies. De Novo was selected to prepare an environmental document with the primary purpose of serving as the required CEQA documentation for the adoption of the CEU. However, the environmental document will be used by the City of Manteca, Manteca Redevelopment Agency, other public agencies and private developers for “tiering” of future environmental reviews for development projects, roadway improvement projects, and other activities that relate to the analysis contained in the environmental document, and to implement the Circulation Element.
San Joaquin Council of Governments – SJCOG 2011 Regional Transportation Plan EIR. De Novo was hired by the San Joaquin Council of Governments (SJCOG) to prepare San Joaquin County's 2011 Regional Transportation Plan EIR. SJCOG is the largest federal Metropolitan Planning Organization (MPO) and state Regional Transportation Planning Agency within the San Joaquin Valley Air Basin. SJCOG's planning documents were heavily scrutinized by the California Attorney General's Office. The project required five meetings with attorneys from the Attorney General's Office to discuss the interconnections of air quality, greenhouse gases, and land use planning and to develop appropriate mitigation measures. The EIR was certified on time and on budget without formal legal proceedings.
Shasta County Regional Transportation Planning Agency – 2010 Shasta County Regional Transportation Plan EIR. De Novo was hired by the Shasta County Regional Transportation Planning Agency (SCRTPA) to prepare the 2010 Shasta County Regional Transportation Plan EIR. The project includes an county-wide analyses in: agricultural, air quality, greenhouse gases/climate change, biological, cultural, geology, hazardous materials, hydrology, land use, noise, and transportation. The project required public review in conformance with SAFETE-LU requirements and was certified without a challenge.
