Priority Area-1 Specific Plan

The De Novo team recently served as the prime consultant for preparation of the PA-1 Specific Plan and EIR. The Specific Plan was recently honored with California APA Northern Section Award of Merit for Economic Planning and Development.

The Specific Plan provides the vision and strategy to facilitate the Planning Area’s emergence as the city’s primary future employment center, offering individuals and businesses access and opportunities to create high-quality jobs across a diverse array of industries within a vibrant, compact, transit-oriented development – focused around a future transit station that will provide linkages to other eastern Contra Costa County communities and the wider Bay Area region beyond. The result will be a healthy jobs-housing balance, reduced VMT and GHGs, and a marquee approach to housing diversity and accessibility in Brentwood.

Our team facilitated a robust community outreach program, interactive online surveys focused on density, design and mobility, a year-long Working Group process to develop the Plan, and led over a dozen meetings with the City Council and Planning Commission.

The Specific Plan and EIR were prepared at a level of detail needed to facilitate streamlined review and approval of future projects, positioning the City to be extremely competitive in attracting new employment opportunities and high quality TOD development along a key transportation corridor in Contra Costa County.
